StateLicense verifies contractor licenses against 16 state and city datasets. It offers a free public lookup, a web dashboard and a REST API. The free plan includes 25 requests a month and Pro is $49 a month for 1,000 requests. The site notes that a missing result does not prove a contractor is unlicensed.
