It combines rules with Microsoft Presidio and GLiNER, and you review the matches before they are blacked out. It also produces a TXT report. There is a free tier of 3 PDFs per day, up to 15 pages per document. The desktop app does the redaction on your computer, but the site also has an online demo, and that demo processes files in the cloud.
