PDFAnnotations is a browser-based toolkit for extracting and exporting PDF highlights, comments and annotations. It reads sticky notes, comments, popups and reply threads (14 annotation subtypes) and can filter by reviewer, page range, color or date. It runs in the browser via WebAssembly with no account or install, and the site states that files are processed locally and not uploaded.

Free exports are Markdown, plain text, CSV, XFDF and FDF. Pro exports include Obsidian, Notion, Excel, JSON, AI Context, RAG JSON and ZIP. Limits: highlighted text in scanned files needs an existing OCR layer, flattened markup cannot be parsed, and password-protected PDFs need the password. Export targets such as Adobe Acrobat, Notion, Obsidian and Excel are named only as formats and the site shows no affiliation notice.

The project began to make PDF highlights and comments reusable without uploading documents to another service.
